  1.1                          A bill for an act
  1.2             relating to motor vehicles; requiring commissioner of 
  1.3             public safety to adopt rules governing automobile 
  1.4             insurance identification cards; amending Minnesota 
  1.5             Statutes 1998, section 169.792, by adding a 
  1.6             subdivision. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 1998, section 169.792, is 
  1.9   amended by adding a subdivision to read: 
  1.10     Subd. 13.  [INSURANCE IDENTIFICATION CARD.] The 
  1.11  commissioner shall adopt rules that prescribe standards for 
  1.12  insurance identification cards that provide proof of insurance 
  1.13  under sections 169.791 to 169.793.  The rules must provide for 
  1.14  insurance identification cards that are so designed or 
  1.15  manufactured as to prevent to the greatest practicable extent 
  1.16  alteration, counterfeiting, photocopying or other simulation or 
  1.17  duplication.  Insurance identification cards issued by an 
  1.18  insurer after the effective date of the rules required under 
  1.19  this section must comply with the rules. 
  1.20     Sec. 2.  [EFFECTIVE DATE.] 
  1.21     Section 1 is effective the day after final enactment.
