  1.1                          A bill for an act
  1.2             proposing an amendment to the Minnesota Constitution, 
  1.3             by adding a section to article XII requiring full 
  1.4             funding of state mandates on local governments. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [CONSTITUTIONAL AMENDMENT.] 
  1.7      An amendment to the Minnesota Constitution, adding a 
  1.8   section to article XII, is proposed to the people.  If the 
  1.9   amendment is adopted, the section will read as follows: 
  1.10     Sec. 6.  The legislature shall pass no general law that 
  1.11  would impose requirements on local units of government which 
  1.12  result in increased expenditures by local governments unless it 
  1.13  also provides state appropriations to fully fund the additional 
  1.14  cost. 
  1.15     Sec. 2.  [SUBMISSION TO VOTERS.] 
  1.16     The proposed amendment must be submitted to the people at 
  1.17  the 1994 general election.  The question submitted shall be: 
  1.18     "Shall the Minnesota Constitution be amended to require 
  1.19  full state funding for any state law that imposes requirements 
  1.20  on local units of government which result in increased local 
  1.21  expenditures? 
  1.22                                     Yes .......
  1.23                                     No ........"
