  1.1                          A bill for an act 
  1.2             proposing an amendment to the Minnesota Constitution, 
  1.3             article XI, section 1; providing limits on the rate of 
  1.4             growth in appropriations; requiring full funding of 
  1.5             state mandates on local governments. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [CONSTITUTIONAL AMENDMENT.] 
  1.8      An amendment to the Minnesota Constitution, article XI, 
  1.9   section 1, is proposed to the people.  The proposed amendment 
  1.10  shall be submitted to the people at the 1994 general election.  
  1.11  If the amendment is adopted, the section will read: 
  1.12     Section 1.  No money shall be paid out of the treasury of 
  1.13  this state except in pursuance of an appropriation by law. 
  1.14     In no budget period shall the rate of growth of total 
  1.15  appropriations from state revenues, excluding federal funds, 
  1.16  exceed the rate of growth in the state's personal income during 
  1.17  the preceding budget period.  An appropriation in excess of this 
  1.18  limit may be authorized if the legislature, after a 
  1.19  recommendation from the governor, approves the appropriation by 
  1.20  a vote of three-fourths of the members of each house. 
  1.21     The legislature shall pass no general law that would impose 
  1.22  requirements on local units of governments which result in 
  1.23  increased expenditures by local governments unless it also 
  1.24  provides state appropriations to fully fund the additional cost. 
  1.25     The legislature shall provide by law procedures and 
  2.1   definitions to implement this section. 
  2.2      Sec. 2.  [QUESTION.] 
  2.3      The question submitted to the people shall be: 
  2.4      "Shall the Minnesota Constitution be amended to 
  2.5      (1) limit the growth in state appropriations to the growth 
  2.6   in personal income in the state unless this limitation is 
  2.7   overridden by a three-fourths vote of the members of each house 
  2.8   after a recommendation from the governor, and 
  2.9      (2) require state funding for any state law that imposes 
  2.10  requirements on local units of government which result in 
  2.11  increased local expenditures? 
  2.12                                     Yes .......
