  1.1                          A bill for an act 
  1.2             relating to liquor; term of temporary on-sale 
  1.3             licenses; amending Minnesota Statutes 1994, sections 
  1.4             340A.404, subdivision 10; and 340A.410, subdivision 10.
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  Minnesota Statutes 1994, section 340A.404, 
  1.7   subdivision 10, is amended to read: 
  1.8      Subd. 10.  [TEMPORARY ON-SALE LICENSES.] The governing body 
  1.9   of a municipality may issue to a club or charitable, religious, 
  1.10  or other nonprofit organization in existence for at least three 
  1.11  years, or to a political committee registered under section 
  1.12  10A.14, a temporary license for the on-sale of intoxicating 
  1.13  liquor in connection with a social event within the municipality 
  1.14  sponsored by the licensee.  The license may authorize the 
  1.15  on-sale of intoxicating liquor for not more than three four 
  1.16  consecutive days, and may authorize on-sales on premises other 
  1.17  than premises the licensee owns or permanently occupies.  The 
  1.18  license may provide that the licensee may contract for 
  1.19  intoxicating liquor catering services with the holder of a 
  1.20  full-year on-sale intoxicating liquor license issued by any 
  1.21  municipality.  The licenses are subject to the terms, including 
  1.22  a license fee, imposed by the issuing municipality.  Licenses 
  1.23  issued under this subdivision are subject to all laws and 
  1.24  ordinances governing the sale of intoxicating liquor except 
  1.25  section 340A.409 and those laws and ordinances which by their 
  2.1   nature are not applicable.  Licenses under this subdivision are 
  2.2   not valid unless first approved by the commissioner of public 
  2.3   safety. 
  2.4      A county under this section may issue a temporary license 
  2.5   only to a premises located in the unincorporated or unorganized 
  2.6   territory of the county. 
  2.7      Sec. 2.  Minnesota Statutes 1994, section 340A.410, 
  2.8   subdivision 10, is amended to read: 
  2.9      Subd. 10.  [TEMPORARY LICENSES; RESTRICTION ON NUMBER.] A 
  2.10  municipality may not issue more than three temporary licenses 
  2.11  under section 340A.404, subdivision 10, for the sale of 
  2.12  alcoholic beverages to any one organization or registered 
  2.13  political committee, or for any one location, within a 12-month 
  2.14  period.  This restriction applies to temporary licenses issued 
  2.15  under sections 340A.403, subdivision 2, and 340A.404, 
  2.16  subdivision 10. 
  2.17     Sec. 3.  [EFFECTIVE DATE.] 
  2.18     Section 1 is effective the day following final enactment.
