A bill for an act
relating to education; establishing temporary, alternative graduation requirements
for high school seniors who do not receive a passing score on a state GRAD test;
authorizing notations of high student achievement; amending Minnesota Statutes
2008, section 120B.30, by adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2008, section 120B.30, is amended by adding a
subdivision to read:

new text begin Temporary alternative GRAD test requirements; notations of high
student achievement.

new text begin (a) For the 2009-2010 through 2011-2012 school years only, a high
school senior who does not receive a passing score on the state reading or math GRAD
test may graduate if the senior student meets the following criteria:

new text begin (1) took the state reading and math GRAD tests each time the tests were offered
when the student was eligible to take the tests;

new text begin (2) completed with a passing score or grade all course work and credits required for
graduation by the school board granting the student his or her diploma; and
new text end

new text begin (3) participated in the academic remediation available to the student in the student's
school in those subject areas in which the student did not receive a passing GRAD test
score.

new text begin (b) A school board may formally decide to include a notation of high achievement
on the high school diplomas of those graduating seniors who, according to school board
criteria, demonstrate exemplary academic achievement during high school. A school
board that decides to include such notations must immediately report its decision to the
department and must annually report to the department the number and percent of students
who receive the notation.
