1.1 A bill for an act 1.2 relating to crime prevention; establishing a pilot 1.3 project to enhance community policing efforts; 1.4 providing competitive grants to certain law 1.5 enforcement agencies; appropriating money. 1.6 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.7 Section 1. [PILOT PROJECT FOR ENHANCED COMMUNITY 1.8 POLICING.] 1.9 Subdivision 1. [PILOT PROJECT ESTABLISHED.] The Minnesota 1.10 alternative policing strategies (MAPS) program is hereby 1.11 established for the purpose of enhancing community policing 1.12 efforts throughout the state of Minnesota. 1.13 Subd. 2. [GRANT PROGRAM.] The commissioner of public 1.14 safety shall make grants to up to six law enforcement agencies, 1.15 consisting of no more than two urban, two suburban, and two 1.16 rural law enforcement agencies, based upon applications 1.17 submitted by law enforcement agencies explaining how they will 1.18 use the grants for enhanced community policing initiatives. 1.19 Subd. 3. [ELIGIBILITY FOR GRANT PROGRAM.] (a) To be 1.20 eligible for a grant under this program, the law enforcement 1.21 agency must be located in an area with a high crime rate and 1.22 gang, drug, and prostitution activity. The agency also must: 1.23 (1) provide a detailed plan for how the agency will use the 1.24 grant to promote education and awareness in the community about 1.25 law enforcement's activities, including providing education and 2.1 training for both peace officers and the community on community 2.2 policing initiatives; 2.3 (2) agree to use a portion of the funding to hire 2.4 additional peace officers; 2.5 (3) agree to assign designated peace officers for a period 2.6 of at least one year to work exclusively in the area where the 2.7 enhanced community policing efforts will take place; 2.8 (4) provide a plan for holding community meetings at least 2.9 monthly with law enforcement, including the designated peace 2.10 officers, prosecuting authorities, judges with jurisdiction in 2.11 the area, and community members to further law enforcement 2.12 outreach efforts; and 2.13 (5) agree to implement a system in which the designated 2.14 peace officers will be responsible for as many emergency 911 2.15 calls in their area as reasonably possible, while relieving 2.16 these officers from responsibility for answering emergency 911 2.17 calls in other areas absent extremely urgent circumstances. 2.18 (b) A law enforcement agency receiving funding under 2.19 Minnesota Statutes, section 299A.62, the community-oriented 2.20 policing (COPS) program, is eligible to compete for a grant 2.21 under this section. 2.22 Subd. 4. [REPORTS.] (a) Each law enforcement agency 2.23 receiving a grant under this section shall provide a written 2.24 report to the commissioner of public safety describing how the 2.25 grant was used and evaluating the effectiveness of the enhanced 2.26 community policing provided under this grant. Each agency shall 2.27 provide its report by September 30, 2004. 2.28 (b) The commissioner of public safety shall report to the 2.29 chairs and ranking minority leaders of the house and senate 2.30 committees with jurisdiction over criminal justice policy and 2.31 funding on distribution of grants under this section. This 2.32 report also shall summarize the information provided by law 2.33 enforcement agencies under paragraph (a). This report shall be 2.34 provided by December 15, 2004. 2.35 Sec. 2. [APPROPRIATION.] 2.36 $....... is appropriated from the general fund to the 3.1 commissioner of public safety for the purpose of making the 3.2 grants described in section 1. This appropriation is available 3.3 for the biennium ending June 30, 2005, and is available until 3.4 expended. 3.5 [EFFECTIVE DATE.] This section is effective July 1, 2003.
