  1.1                          A bill for an act 
  1.2             proposing an amendment to the Minnesota Constitution, 
  1.3             article XIV; dedicating net proceeds of motor vehicle 
  1.4             excise tax to highway user tax distribution fund and a 
  1.5             transit assistance fund. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [CONSTITUTIONAL AMENDMENT PROPOSED.] 
  1.8      An amendment to the Minnesota Constitution is proposed to 
  1.9   the people.  If the amendment is adopted, article XIV, section 
  1.10  12, will read: 
  1.11     Sec. 12.  The net proceeds of any tax levied on the 
  1.12  purchase price of a motor vehicle, acquired either in or outside 
  1.13  of the state and required to be registered under the laws of 
  1.14  this state, must be credited to the highway user tax 
  1.15  distribution fund and to a transit assistance fund according to 
  1.16  the following schedule: 
  1.17     (1) for the period July 1, 1997, to June 30, 1999, 50 
  1.18  percent; 
  1.19     (2) for the period July 1, 1999, to June 30, 2000, 60 
  1.20  percent; 
  1.21     (3) for the period July 1, 2000, to June 30, 2001, 70 
  1.22  percent; 
  1.23     (4) for the period July 1, 2001, to June 30, 2002, 80 
  1.24  percent; 
  1.25     (5) for the period July 1, 2002, to June 30, 2003, 90 
  2.1   percent; and 
  2.2      (6) after June 30, 2003, 100 percent. 
  2.3   Of these distributions, 75 percent must be allocated to the 
  2.4   highway user tax distribution fund and 25 percent must be 
  2.5   allocated to a transit assistance fund to be expended for 
  2.6   transit-related purposes. 
  2.7      Sec. 2.  [SUBMISSION TO VOTERS.] 
  2.8      The proposed amendment must be submitted to the people at 
  2.9   the 1996 general election.  The question to be submitted is: 
  2.10     "Shall the Minnesota Constitution be amended to dedicate, 
  2.11  over a six-year period, the proceeds of a tax on the purchase 
  2.12  price of a motor vehicle to the highway user tax distribution 
  2.13  fund and to a transit assistance fund? 
  2.14                                     Yes .......
  2.15                                     No ........"
