A bill for an act
relating to capital investment; appropriating money for a multimodal trailhead
center in Silver Bay; authorizing the sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $350,000 is appropriated from the bond proceeds fund
to the commissioner of natural resources for a grant to the city of Silver Bay to predesign,
design, construct, furnish, and equip a multimodal trailhead center for various hiking,
bicycling, snowmobile, and all-terrain vehicle trails that converge in the area. This
appropriation includes money for separated trail access for motorized and nonmotorized
users; open space for trail users; parking; a wayside rest area, including a playground and
picnic area; and a new trailhead center building that includes lavatories and showers. This
appropriation is exempt from the requirements under Minnesota Statutes, section 16A.86,
subdivision 4.

new text begin To provide the money appropriated in this section from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $350,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
