  1.1                          A bill for an act 
  1.2             relating to elections; proposing an amendment to the 
  1.3             Minnesota Constitution, article VII, section 1; 
  1.4             authorizing local units of government to permit 
  1.5             permanent resident noncitizens to vote in local 
  1.6             elections. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [CONSTITUTIONAL AMENDMENT PROPOSED.] 
  1.9      An amendment to the Minnesota Constitution, article VII, 
  1.10  section 1, is proposed to the people.  
  1.11     If the amendment is adopted, the section will read: 
  1.12     Section 1.  Every person 18 years of age or more who has 
  1.13  been a citizen of the United States for three months and who has 
  1.14  resided in the precinct for 30 days next preceding an election 
  1.15  shall be entitled to vote in that precinct.  A local unit of 
  1.16  government may authorize voting in its elections by a person who 
  1.17  is 18 years of age or more, has resided in the local government 
  1.18  jurisdiction for 30 days next preceding an election, and is not 
  1.19  a citizen of the United States but is a permanent resident of 
  1.20  the United States under federal law.  The place of voting by one 
  1.21  otherwise qualified who has changed his residence within 30 days 
  1.22  preceding the election shall be prescribed by law.  The 
  1.23  following persons shall not be entitled or permitted to vote at 
  1.24  any election in this state:  A person not meeting the above 
  1.25  requirements; a person who has been convicted of treason or 
  1.26  felony, unless restored to civil rights; a person under 
  2.1   guardianship, or a person who is insane or not mentally 
  2.2   competent. 
  2.3      Sec. 2.  [SCHEDULE AND QUESTION.] 
  2.4      The proposed amendment shall be submitted to the people at 
  2.5   the 2004 general election.  The question submitted shall be: 
  2.6      "Shall the Minnesota Constitution be amended to allow local 
  2.7   units of government to authorize permanent resident noncitizens 
  2.8   to vote in local government elections? 
  2.9                                      Yes .......
  2.10                                     No ........"
