A bill for an act
relating to public safety; crime prevention; appropriating money to the
commissioner of public safety to fund a grant to the St. Paul Police Department's
Special Investigation Unit's Asian Gang Task Force.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin The commissioner of public safety shall issue a grant to the city of St. Paul Police
Department's Special Investigation Unit's Asian Gang Task Force. The commander of St.
Paul's special investigation unit must use the grant to combat the prostitution of women by
Asian gangs. The commander may use the grant to:

new text begin (1) supplement salaries for undercover officers;
new text end

new text begin (2) purchase narcotics through drug stings;
new text end

new text begin (3) pay informants; and
new text end

new text begin (4) educate peace officers in other Minnesota jurisdictions on the issue of Asian
gang prostitution.

Sec. 2. new text begin REPORT.
new text end

new text begin The commissioner, in consultation with the commander of the St. Paul Police
Department's special investigation unit, must prepare a report that details how the grant
was allocated, the specific activities that were funded, and the amount spent on each
activity. The report must contain an assessment of the impact the grant had on Asian gang
prostitution. By December 1, 2008, the commissioner must submit the report to the chairs
and ranking minority members of the house and senate committees having jurisdiction
over criminal justice policy.

new text begin $500,000 is appropriated from the general fund to the commissioner of public safety
to fund the grant provided for in section 1, to be available for the biennium ending June
30, 2009.
