A bill for an act
relating to capital investment; authorizing spending
to acquire and better public land and buildings and
public improvements of a capital nature with
conditions; appropriating money for the Minnesota
River State Trail; authorizing the issuance of general
obligation bonds.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

$1,781,387 is appropriated from the bond proceeds fund to
the commissioner of natural resources for acquisition,
engineering work, and development of segments of the Minnesota
River Trail. The projects included are: the Minnesota River
Headwaters Recreational Trail at Big Stone Lake, the Minnesota
River Scenic Overlook and Prairie Wetlands Nature Trail at the
Big Stone Wildlife Refuge area, a bicycle pedestrian bridge in
Appleton, beach trail Phases 2 and 3 from Appleton to Milan, the
Lac qui Parle River Trail and bicycle pedestrian bridge at
Dawson, trail paving from Wegdahl to Granite Falls, Wegdahl
Regional Park, and Phases 2 and 3 of the city of Granite Falls
and Yellow Medicine County Memorial Park Trail at Granite Falls.
This appropriation is not available until the commissioner of
finance determines that at least an equal amount is available
for the project from nonstate sources.

To provide the money appropriated in section 1 from the
bond proceeds fund, the commissioner of finance shall sell and
issue bonds of the state in an amount up to $1,781,387 in the
manner, on the terms, and with the effect prescribed by
Minnesota Statutes, sections 16A.631 to 16A.675, and by the
Minnesota Constitution, article XI, sections 4 to 7.

Sections 1 and 2 are effective the day following final
enactment.
