  1.1                          A bill for an act
  1.2             relating to criminal justice; banning the importation, 
  1.3             sale, possession, and manufacture of armor-penetrating 
  1.4             polymer ammunition; providing penalties; proposing 
  1.5             coding for new law in Minnesota Statutes, chapter 609. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [609.664] [BAN ON ARMOR-PENETRATING POLYMER 
  1.8   AMMUNITION.] 
  1.9      Subdivision 1.  [ARMOR-PENETRATING POLYMER 
  1.10  AMMUNITION.] "Armor-penetrating polymer ammunition" means a 
  1.11  projectile or projectile core which may be used in a hand gun 
  1.12  that is constructed in whole or in part with polymers and is 
  1.13  designed to penetrate bulletproof armor or fragment upon impact 
  1.14  with human flesh, or both. 
  1.15     Subd. 2.  [ACTS PROHIBITED.] Except as otherwise provided 
  1.16  in this section, whoever manufactures, imports, sells, or 
  1.17  possesses armor-penetrating polymer ammunition may be sentenced 
  1.18  to imprisonment for not more than five years or to payment of a 
  1.19  fine of not more than $10,000, or both. 
  1.20     Subd. 3.  [EXCEPTIONS.] Subdivision 2 does not apply to the 
  1.21  manufacture, importation, sale or possession of 
  1.22  armor-penetrating polymer ammunition: 
  1.23     (1) for the use of the state or any department, agency, or 
  1.24  political subdivision thereof; or 
  1.25     (2) for the purposes of testing or experimenting authorized 
  2.1   by the commissioner. 
  2.2      Sec. 2.  [EFFECTIVE DATE.] 
  2.3      Section 1 is effective the day following final enactment.
