  1.1                          A bill for an act
  1.2             relating to education; allowing school districts to 
  1.3             not comply with state program mandates that are not 
  1.4             funded; proposing coding for new law in Minnesota 
  1.5             Statutes, chapter 126. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [126.116] [UNFUNDED PRESENT AND FUTURE 
  1.8   MANDATES.] 
  1.9      If a school board determines that a state program mandate 
  1.10  as defined in section 3.881 is not accompanied by state revenue 
  1.11  sufficient to fully accomplish the mandate, the school district 
  1.12  need not comply with the mandate. 
  1.13     Sec. 2.  [TIME OF EFFECT.] 
  1.14     Section 1 is effective for mandates in effect on July 1, 
  1.15  1995, and thereafter.
