A bill for an act
relating to employment; prohibiting conditions precedent to employment related
to unemployed persons; proposing coding for new law in Minnesota Statutes,
chapter 181.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

PROHIBITED.

new text begin No employer shall:
new text end

new text begin (1) refuse to consider for employment or refuse to offer employment to an individual
because of the individual's status as unemployed;

new text begin (2) publish in print, on the Internet, or in any other medium, an advertisement or
announcement for any job that includes:
new text end

new text begin (i) any provision stating or indicating that an individual's status as unemployed
disqualifies the individual for a job; and
new text end

new text begin (ii) any provision stating or indicating that an employer will not consider an
applicant for employment based on that individual's status as unemployed; or
new text end

new text begin (3) direct or request that an employment agency take an individual's status as
unemployed into account in screening or referring applicants for employment.
