A bill for an act
relating to the Minnesota economy; creating a state partnership with federal
efforts to restore the American economy; outlining appropriations and
authorizing bonding for use in supplementing the federal Economic Rescue and
Recovery Act; appropriating money; authorizing bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. STATE PARTNERSHIP WITH FEDERAL RECOVERY PROGRAMS.

Subdivision 1.

Partnership.

It is the intention of the state of Minnesota to
supplement, partner with, appropriate state funding for, and assist any federal efforts to
aid in the recovery of the Minnesota economy. This partnership will, at a minimum,
include the following:

(1) efforts to update Minnesota policies to better coordinate Minnesota economic
assistance and development efforts with federal efforts and to promote a green economy;

(2) appropriations as necessary and desirable to augment federal funds with state
appropriations;

(3) bonding for Minnesota infrastructure, including roads, sewers, public facilities,
parks, trails, and public lands; and

(4) efforts to create, establish, or expand public programs and involvement as
necessary to facilitate federal and state stimulus and recovery efforts.

Subd. 2.

Temporary state fiscal relief.

Any temporary state fiscal relief received
under the Economic Rescue and Recovery Act of 2009, or its named equivalent, must be
deposited in the state treasury and credited to the general fund, or, if appropriated for the
purposes of improving public conveyances and transportation, it must be deposited in
the trunk highway fund.

Subd. 3.

Federal assistance.

The appropriations allowed under Minnesota Statutes,
section 4.07, may not be used in conjunction with federal funds received through the
Economic Rescue and Recovery Act or its named equivalent.
