  1.1                          A bill for an act
  1.2             relating to the state building code; providing for 
  1.3             certain energy code rules to remain in effect. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [ENERGY CODE RULES REMAIN IN EFFECT.] 
  1.6      (a) Notwithstanding Laws 1999, chapter 135, section 9, 
  1.7   Minnesota Rules, chapter 7670, does not expire on April 15, 
  1.8   2000, but remains in effect for residential buildings not 
  1.9   covered by Minnesota Rules, chapter 7676.  The provisions of 
  1.10  Minnesota Rules, chapter 7670, that apply to category 1 
  1.11  buildings govern R-3 occupancy residential buildings.  All R-3 
  1.12  occupancy buildings subject to Minnesota Rules, chapter 7670, 
  1.13  submitting an application for a building permit after April 14, 
  1.14  2000, must meet the requirements for category 1 buildings, as 
  1.15  set out in Minnesota Rules, chapter 7670.  All R-3 occupancy 
  1.16  buildings must include a heat recovery ventilation system or 
  1.17  other complying system.  R-3 occupancy buildings having 
  1.18  fuel-burning equipment using nonsolid fuels for space heating or 
  1.19  service water heating must install direct vent, power vent, or 
  1.20  sealed combustion equipment. 
  1.21     (b) Minnesota Rules, chapters 7672 and 7674, are delayed 
  1.22  until July 1, 2002.  Minnesota Rules, chapter 7670, remains in 
  1.23  effect until July 1, 2002. 
  1.24     (c) The department of administration, buildings codes and 
  2.1   standards division (BCSD), shall issue a report to the 
  2.2   legislature by December 1, 2001, addressing the need, expense, 
  2.3   and cost-benefit analysis regarding implementation of Minnesota 
  2.4   Rules, chapters 7672 and 7674. 
  2.5      Sec. 2.  [EFFECTIVE DATE.] 
  2.6      Section 1 is effective the day following final enactment.
