A bill for an act
relating to transit; amending permitted sources of funds for certain light rail transit
and streetcar line costs; making technical changes; amending Minnesota Statutes
2020, section 473.4051, subdivision 2; proposing coding for new law in Minnesota
Statutes, chapter 473.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Minnesota Statutes 2020, section 473.4051, subdivision 2, is amended to read:
(a) After operating revenue and
federal money have been used to pay for light rail transit operations, 50 percent of the
remaining operating costs must be paid deleted text begin by thedeleted text end new text begin fromnew text end statenew text begin sources for a light rail transit line
that is in operation prior to July 1, 2022new text end .
(b) deleted text begin Notwithstanding paragraph (a),deleted text end All operating and ongoing capital maintenance costs

new text begin (1) a light rail transit line, andnew text end a segment of a light rail transit line or line extension
deleted text begin project that formally entered the engineering phase of the Federal Transit Administration's
"New Starts" capital investment grant program between August 1, 2016, and December 31,
2016deleted text end new text begin , that commences revenue operation on or after July 1, 2022; and

final enactment and applies in the counties of Anoka, Carver, Dakota, Hennepin, Ramsey,
Scott, and Washington.

(a) For purposes of this section, state sources include but
are not limited to general fund appropriations and revenue from the motor vehicle sales tax
imposed under chapter 297B.

(b) For purposes of this section, operating and ongoing capital maintenance costs include
the costs associated with (1) daily operations, (2) keeping the transit service and related
facilities functioning, and (3) regular acquisition of replacement transit vehicles.

final enactment and applies in the counties of Anoka, Carver, Dakota, Hennepin, Ramsey,
Scott, and Washington.

The revisor of statutes must recodify: (1) Minnesota Statutes, section 473.4051,
subdivision 2, as Minnesota Statutes, section 473.4058, subdivision 2; and (2) Minnesota
Statutes, section 473.4051, subdivision 3, as Minnesota Statutes, section 473.4058,
subdivision 3. The revisor must correct any cross-references made necessary by this
recodification.
