A bill for an act
relating to health; placing limits on controlled substance prescriptions for the
relief of pain; proposing coding for new law in Minnesota Statutes, chapter 214.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin A practitioner licensed by a health-related licensing board who is authorized by
the federal Drug Enforcement Administration to prescribe controlled substances may
prescribe no more than a three-day supply of a controlled substance to treat a medical
condition for which, in the professional judgment of the practitioner, there is a reasonable
expectation of significant or severe pain. This section does not apply in cases of chronic
pain or if a three-day supply is not consistent with community standards, is not consistent
with established medical treatment guidelines, or is contraindicated by the practitioner's
assessment of the patient. This section does not apply to practitioners licensed by the
Board of Veterinary Medicine.
