A bill for an act
relating to transportation; establishing certain selection process requirements in
providing state financial assistance for public transit; amending Minnesota Statutes
2016, section 174.24, by adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2016, section 174.24, is amended by adding a subdivision
to read:


Subd. 2c.

Evaluation and selection.

(a) The commissioner must implement a selection
process for financial assistance under this section. The selection process must include:

(1) transit stakeholder involvement in the development, periodic revision, and
implementation of the selection process;

(2) procedures for solicitations, applications, or proposal submissions;

(3) an evaluation system that includes publicly specified criteria and a methodology to
evaluate applications or proposals;

(4) a prioritized list or ranking of evaluation results, which must be retained on an ongoing
basis and revised in conjunction with subsequent evaluations;

(5) guidance to applicants or proposers regarding the evaluation methodology and results,
including information regarding factors that impacted the evaluation, reasons for any partial
financial assistance award, and potential modifications to improve an application or proposal
in a subsequent evaluation;

(6) identification of the financial assistance recipients, including funding amounts and
a summary of uses; and

(7) public information regarding the availability of financial assistance, the financial
assistance funding sources, the selection process, and the evaluation results.

(b) Transit stakeholders under this section include but are not limited to transit providers
outside of the metropolitan area, counties or statutory or home rule charter cities providing
financial assistance to or operating public transit, area transportation partnerships, and
regional development commissions.

(c) Public information under paragraph (a), clause (7), must at a minimum be published
on the department's Web site and disseminated via electronic notice to all transit stakeholders
and financial assistance applicants or proposers.

EFFECTIVE DATE.

This section is effective July 1, 2018, for financial assistance
awards made on or after that date.
