  1.1                          A bill for an act 
  1.2             relating to local government; directing the cities of 
  1.3             Rockville and Pleasant Lake and the town of Rockville 
  1.4             to joint develop a consolidation plan. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [CONSOLIDATION PLAN.] 
  1.7      Subdivision 1.  [SUBJECTS; DEADLINE.] The cities of 
  1.8   Rockville and Pleasant Lake and the town of Rockville must 
  1.9   develop a consolidation plan within three years after the 
  1.10  effective date of this act.  The consolidation plan must address 
  1.11  or expressly eliminate each subject mentioned or referred to in 
  1.12  Minnesota Statutes, section 414.041, and any other matters 
  1.13  pertinent to the consolidation. 
  1.14     Subd. 2.  [APPROVAL; FILING.] The consolidation plan must 
  1.15  be approved by the governing body of each participating city or 
  1.16  town in a joint resolution.  The resolution must be filed with 
  1.17  the secretary of state and the director of the state office of 
  1.18  strategic and long-range planning. 
  1.19     Subd. 3.  [MORATORIUM ON ANNEXATION.] Pending development, 
  1.20  approval, filing and taking effect of the consolidation plan, no 
  1.21  land that is within the area that is the subject of the 
  1.22  consolidation plan may be annexed without the approval of the 
  1.23  affected town board. 
  1.24     Sec. 2.  [EFFECTIVE DATE.] 
  1.25     Section 1 is effective the day after its final enactment.  
  2.1   No local approval is required.
