1.1A bill for an act
1.2relating to taxation; local government aid; disaster aid to city of St. Charles;
1.3appropriating money;repealing Laws 2009, chapter 93, article 4, section 1.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. APPROPRIATIONS.
1.6    Subdivision 1. Department of Education. The sums indicated in this section are
1.7appropriated from the general fund to the Department of Education for the fiscal years
1.8designated.
1.9    Subd. 2. Declining pupil and city aid; city of St. Charles and St. Charles School
1.10District. For a declining pupil aid grant for Independent School District No. 858, St.
1.11Charles, and a grant to the city of St. Charles, for losses related to the April 2009 fire:

1.14The 2010 appropriation includes $0 for 2009 and $140,000 for 2010.
1.15The 2011 appropriation includes $52,000 for 2010 and $177,000 for 2011.
1.16The base appropriation for fiscal year 2012 is $65,000. The base appropriation for
1.17fiscal year 2013 and later is $0.
1.18The district shall certify its pupil loss due to the April 2009 fire to the commissioner
1.19of education for fiscal year 2010 by June 1, 2010, and for fiscal year 2011 by June 1, 2011.
1.20The grant to school district payment is equal to the district's certification of its pupil loss
1.21due to the April 2009 fire multiplied by $5,124. Each year, the balance of this appropriation
1.22not paid to the school district shall be transferred by the commissioner of education to the
1.23commissioner of revenue for a grant payable to the city of St. Charles by June 30.
2.1Aid payments made under this subdivision must be paid in accordance with
2.2Minnesota Statutes, section 127A.45, subdivision 13.
2.3    Subd. 3. General education aid. General education aid under Laws 2009, chapter
2.496, article 1, section 24, subdivision 2, is reduced by $192,000 in fiscal year 2010 and
2.5by $229,000 in fiscal year 2011.

2.6    Sec. 2. REPEALER.
2.7Laws 2009, chapter 93, article 4, section 1, is repealed.
2.8EFFECTIVE DATE.This section is effective the day following final enactment.
