A bill for an act
relating to higher education; requiring the Board of Trustees of the Minnesota
State Colleges and Universities to implement a plan related to remedial education.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin REMEDIAL EDUCATION PLAN; MNSCU.

new text begin (a) No later than the 2017-2018 school year, the Board of Trustees of the Minnesota
State Colleges and Universities must design and implement a plan to address remedial
education issues for state college and university students. The plan must include the
following:

new text begin (1) an alternative method of admission that does not require completion of the ACT
or other standardized testing, for otherwise qualified students who experience difficulty
completing standardized tests but who are able to demonstrate a likelihood of success in a
college or university setting by other means;

new text begin (2) replacement or minimization of remedial coursework, in favor of corequisite
courses in which students earn academic credit toward a certificate, diploma, or degree,
and have the opportunity, if necessary, to receive supplemental instruction from a remedial
education specialist in the subject area during the same term; and

new text begin (3) an increase in the number of counselors available on each campus to assist
a student in choosing a career and an appropriate academic program that leads to a
career, enrolling in courses that directly lead to completion of the program and entry
into the career, and advice on other aspects of the student's life that affect the student's
potential for success in college.

new text begin (b) In designing the program required by this section, the Board of Trustees must
review current academic research in the field of remedial education, including research
conducted by the Community College Resource Center, the City University of New
York, and the Miami-Dade Community College. The board must also consult with
principals and teachers representing schools with substantial populations of students
underrepresented in higher education, representatives of Education Minnesota, college
and university counselors, and other interested stakeholder groups.

new text begin (c) No later than January 15, 2017, the Board of Trustees shall submit a report to
the legislative committees with jurisdiction over higher education finance and policy on
its progress in designing the plan required by this section, including individuation of any
needs for implementation that cannot be met using existing board resources.
