A bill for an act
relating to capital investment; appropriating money for a grant to Pillsbury United
Communities for capital improvements.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; PILLSBURY UNITED COMMUNITIES.

new text begin (a) $9,300,000 in fiscal year 2024 is appropriated from the general fund to the
commissioner of employment and economic development for a grant to Pillsbury United
Communities, a 501(c)(3) nonprofit organization, for capital improvements as provided in
this section.

new text begin (b) $2,300,000 of this appropriation is to finalize design and site preparation for the
expanded workforce development creative arts campus that supports unhoused youth and
community members who are Black, Indigenous, and people of color to gain skills related
to bike mechanics, theater technology, technical arts design, and radio media.

new text begin (c) $7,000,000 of this appropriation is to support construction of the expansion for
Pillsbury House Theatre and Full Cycle to construct interactive and accessible space to be
made available to and utilized by visitors, partner organizations, artists, and the greater
community to exchange ideas and build relationships.

new text begin (d) This is a onetime appropriation and is available until the project is completed or
abandoned, subject to Minnesota Statutes, section 16A.642.
