A bill for an act
relating to capital investment; appropriating money for renovation of Glensheen,
the historic Congdon estate in Duluth; authorizing the sale and issuance of
state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin (a) $26,000,000 is appropriated from the bond
proceeds fund to the Board of Regents of the University of Minnesota to predesign,
design, construct, furnish, and equip the renovation of Glensheen, the historic Congdon
estate in Duluth. This appropriation is for the total project cost.

new text begin (b) $8,000,000 is for critical structural repairs and renovation of the south formal
terrace garden and walls, the boat house, and the east kitchen porch and exterior stair of
the manor house, and to reconstruct the pier and break water.

new text begin (c) $10,000,000 is for HVAC, electrical, fire, and restroom improvements in the
manor house; exterior renovation of the carriage house and the gardener's cottage; and
renovation of site structures including fencing, landscaping, trails, east garden retaining
walls, north masonry walls on the west entry drive, and the stone arch bridge.

new text begin To provide the money appropriated in this section from the
bond proceeds fund, the commissioner of management and budget shall sell and issue
bonds of the state in an amount up to $26,000,000 in the manner, upon the terms, and with
the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
Minnesota Constitution, article XI, sections 4 to 7.
