A bill for an act
relating to capital improvements; appropriating money for the Duluth Children's
Museum; authorizing the sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $3,000,000 is appropriated from the bond proceeds fund to the commissioner of
employment and economic development for a grant to the city of Duluth to acquire land
and make improvements in Clyde Park, to renovate a historic property located at 2907
Helm Street, and to construct, furnish, and equip a new museum to replace the existing
Duluth Children's Museum. Purchase of the property must be completed within 30 days
of final enactment, with construction and renovation beginning no later than 90 days
following purchase of the property. This appropriation is subject to Minnesota Statutes,
section 16A.695 and is not available until the commissioner of finance has determined that
an amount necessary to complete the project has been committed by nonstate sources.

Sec. 2. new text begin BOND SALE.

new text begin To provide the money appropriated in section 1 from the bond proceeds fund,
the commissioner of finance shall sell and issue bonds of the state in an amount up to
$3,000,000 in the manner, upon the terms, and with the effect prescribed by Minnesota
Statutes, sections 16A.631 to 16A.675, and by the Minnesota Constitution, article XI,
sections 4 to 7.
