A bill for an act
relating to elections; determining funds for Help America Vote Act; appropriating
money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin SECRETARY OF STATE; HELP AMERICA VOTE ACT.

new text begin $750,000 is appropriated in fiscal year 2013 to the secretary of state from the account
established in Minnesota Statutes, section 5.30, pursuant to the Help America Vote Act,
for the purposes and uses authorized by federal law. $100,000 of this appropriation may be
used only for costs associated with implementation of laws enacted in 2012 dealing with
election administration procedures for individuals who have been convicted of a felony.
The secretary of state must not make any reductions to the business services division to
offset any reductions to election services.
