  1.1                          A bill for an act 
  1.2             relating to the legislature; limiting the odd-numbered 
  1.3             year session; providing for reconvention on 
  1.4             extraordinary occasions; proposing coding for new law 
  1.5             in Minnesota Statutes, chapter 3. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [3.013] [ODD-NUMBERED YEAR ORGANIZATIONAL 
  1.8   SESSION; EXTRAORDINARY OCCASIONS.] 
  1.9      In the odd-numbered year the legislature shall meet in an 
  1.10  organizational session for not exceeding 30 days.  The 
  1.11  legislature shall convene in the even-numbered year on the first 
  1.12  Tuesday after the first Monday in January.  The legislature may 
  1.13  reconvene on extraordinary occasions in the odd-numbered year if 
  1.14  authorized by written agreement of the speaker of the house and 
  1.15  the senate majority leader or by petition signed by a majority 
  1.16  of the members elected to each house. 
  1.17     Sec. 2.  [IMPLEMENTING LEGISLATION.] 
  1.18     The legislative coordinating commission, or a joint 
  1.19  subcommittee appointed by the commission, shall prepare 
  1.20  legislation and other recommendations by January 1, 2002, to 
  1.21  implement section 1.  Existing legislative staff offices and the 
  1.22  departments of finance and revenue and other executive agencies 
  1.23  as needed shall provide staff assistance in developing the 
  1.24  legislation and recommendations. 
  1.25     Sec. 3.  [EFFECTIVE DATE.] 
  2.1      Section 1 is effective commencing with the legislature 
  2.2   convening in January 2005, and thereafter.
