  1.1                          A bill for an act
  1.2             relating to building plan review; providing an 
  1.3             exemption from plan review for certain biotechnology 
  1.4             manufacturing firms when plans meet designated 
  1.5             specifications; directing the commissioner of labor 
  1.6             and industry to study procedures for supervision of 
  1.7             installation of biotechnology piping systems; 
  1.8             requiring a report to the legislature. 
  1.9   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.10     Section 1.  [EXEMPTION FROM PLAN REVIEW.] 
  1.11     Installation of high pressure steam, low pressure steam, 
  1.12  gas, oil, refrigeration and process piping systems by 
  1.13  biotechnology manufacturing firms shall be exempt from plan 
  1.14  review by any city in Ramsey or Hennepin County if such system 
  1.15  plans are drawn to the following American Society of Mechanical 
  1.16  Engineers (ASME) requirements:  ASME BPE - 2002 (bioprocessing 
  1.17  equipment), ASME BPVC section II, part C, ASME BPVC section V, 
  1.18  ASME BPVC section VIII, ASME BPVC section IX, ASME B31.3, and 
  1.19  AWS D18.2.  This section expires on January 1, 2008.  
  1.20     Sec. 2.  [WORKING GROUP TO BE CONVENED.] 
  1.21     The commissioner of labor and industry will convene a 
  1.22  working group to consist of one member from each of the 
  1.23  Departments of Labor and Industry, Employment and Economic 
  1.24  Development, and Administration; two members who are mechanical 
  1.25  contractors; two members who are installers of piping systems; 
  1.26  two members who are biotechnology manufacturers; and two 
  1.27  representatives of cities who have process piping expertise, one 
  2.1   of whom represents a city of the first class and one of whom 
  2.2   represents a city other than a city of the first class.  The 
  2.3   working group will study procedures for supervision of 
  2.4   installation of biotechnology piping systems through plan review 
  2.5   and inspection.  The commissioner of labor and industry will 
  2.6   report the results of the study to the chairs of the committees 
  2.7   in the house and senate with relevant jurisdiction no later than 
  2.8   February 1, 2006.
