A bill for an act
relating to higher education; appropriating money for a skill development
program for arts and culture community organizations; requiring a report.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin METROPOLITAN STATE UNIVERSITY; ARTS AND CULTURE
MANAGEMENT PROGRAM.

new text begin (a) $290,000 is appropriated from the general fund in fiscal year 2016 to the
Board of Trustees of the Minnesota State Colleges and Universities for transfer to
Metropolitan State University to develop a program to provide management training
and skill development to arts and culture community organizations. This is a onetime
appropriation. The management program must, at a minimum:

new text begin (1) establish training in management and governance to assist community
organizations to manage their funds more efficiently and attain outcomes more effectively;

new text begin (2) provide training and skill development on grant application, submission, and
implementation;
new text end

new text begin (3) create online graduate certificate courses for the program in order to reach a
statewide constituency;
new text end

new text begin (4) develop workshops for the program that are eligible for academic credit; and
new text end

new text begin (5) develop skills and knowledge necessary to meet the needs and standards of
employers, participant practitioners, and academic institutions.

new text begin (b) The board of trustees must report by February 15, 2016, to the legislative
committees with jurisdiction over higher education policy and finance on the development
of the program authorized under paragraph (a).
