  1.1                          A bill for an act 
  1.2             relating to appropriations; canceling the 
  1.3             appropriation for a United Nations trade point; 
  1.4             requiring a report to the legislature. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [APPROPRIATION.] 
  1.7      The unspent and unencumbered portion of the appropriation 
  1.8   to the office of technology in Laws 1997, chapter 202, article 
  1.9   1, section 13, for development of a United Nations trade point 
  1.10  is canceled and returned to the general fund. 
  1.11     Sec. 2.  [REPORT.] 
  1.12     The commissioner of finance shall report to the chairs of 
  1.13  the house state government finance committee and the senate 
  1.14  governmental operations budget division by March 1, 1999, on 
  1.15  expenditure of funds appropriated in 1997 for a trade point 
  1.16  network and for operation of a secure electronic authentication 
  1.17  link laboratory.  The report must list each entity that received 
  1.18  funds under one of these appropriations, and must describe the 
  1.19  specific purposes for which funds were made available to each 
  1.20  entity. 
  1.21     Sec. 3.  [EFFECTIVE DATE.] 
  1.22     Sections 1 and 2 are effective the day following final 
  1.23  enactment, and are retroactive to January 5, 1999.
