  1.1                          A bill for an act 
  1.2             relating to appropriations; canceling appropriations 
  1.3             for a United Nations trade point and to the office of 
  1.4             technology; requiring a report to the legislature. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [APPROPRIATION.] 
  1.7      (a) The unspent and unencumbered portion of the 
  1.8   appropriation to the office of technology in Laws 1997, chapter 
  1.9   202, article 1, section 13, for development of a United Nations 
  1.10  trade point is canceled and returned to the general fund. 
  1.11     (b) Any portion of the appropriation in Laws 1997, chapter 
  1.12  200, article 1, section 28, that has been transferred to the 
  1.13  office of technology, the world trade center, or the University 
  1.14  of Minnesota and is unspent, is canceled and must be returned to 
  1.15  the general fund.  This paragraph does not apply to the extent 
  1.16  that a portion of the appropriation has been committed in a 
  1.17  manner that makes it impossible to return the money to the 
  1.18  general fund without incurring legal liability. 
  1.19     Sec. 2.  [REPORT.] 
  1.20     The commissioner of finance shall report to the chairs of 
  1.21  the house state government finance committee and the senate 
  1.22  governmental operations budget division by March 1, 1999, on 
  1.23  expenditure of funds appropriated in 1997 for a trade point 
  1.24  network and for operation of a secure electronic authentication 
  1.25  link laboratory.  The report must list each entity that received 
  2.1   funds under one of these appropriations, and must describe the 
  2.2   specific purposes for which funds were made available to each 
  2.3   entity. 
  2.4      Sec. 3.  [COST ACCOUNTING.] 
  2.5      For purposes of determining the fiscal impact of this act, 
  2.6   any savings to the general fund resulting from this act must be 
  2.7   assumed to be part of the cancellation adjustment for fiscal 
  2.8   year 1999 included in the November 1998 forecast of general fund 
  2.9   revenues and expenditures. 
  2.10     Sec. 4.  [EFFECTIVE DATE.] 
  2.11     Sections 1 to 3 are effective the day following final 
  2.12  enactment, and are retroactive to January 5, 1999.
