A bill for an act
relating to human services; establishing a self-advocacy program for persons with
developmental disabilities; transferring money appropriated to the commissioner
of administration; amending Minnesota Statutes 2008, section 256B.092, by
adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2008, section 256B.092, is amended by adding a
subdivision to read:

new text begin Self-advocacy activities. new text end

new text begin Within the limits of appropriations specifically
for this purpose, Advocating Change Together, in cooperation with the network of
self-advocacy groups called Self-Advocates Minnesota, shall conduct self-advocacy
activities for persons with developmental disabilities. These activities shall include, but
not be limited to, training on individual rights, decision making, self determination,
prevention of abuse, and participation in quality assurance monitoring. The commissioner
shall obtain federal financial participation for eligible activity by Advocating Change
Together and Self-Advocates Minnesota. These organizations shall maintain and transmit
to the commissioner documentation that is necessary in order to obtain federal funds.

Sec. 2. new text begin TRANSFER; APPROPRIATION.

new text begin Of the general fund appropriation to the commissioner of administration for the
biennium beginning July 1, 2009, $134,000 each year, along with any resultant federal
match, is transferred to the commissioner of human services for a grant to Advocating
Change Together for the purposes of Minnesota Statutes, section 256B.092, subdivision 11.
This transfer shall be taken from the grant established in Laws 2007, chapter 148, article
1, section 12, subdivision 4, paragraph (e), to the Council on Developmental Disabilities
to establish a self-advocacy network. This appropriation shall become part of base level
funding for the commissioner of human services for the biennium beginning July 1, 2011.
