471.98 SELF-INSURANCE; DEFINITIONS.
    Subdivision 1. Scope. Unless the context indicates otherwise, as used in sections 471.981
and 471.982 the terms defined in this section have the meanings given them.
    Subd. 2. Political subdivision. "Political subdivision" includes a statutory or home rule
charter city, a county, a school district, a town, a watershed management organization as defined
in section 103B.205, subdivision 13, or an instrumentality thereof, including but not limited
to instrumentalities incorporated under chapter 317A, having independent policy making and
appropriating authority. For the purposes of this section and section 471.981, the governing
body of a town is the town board.
    Subd. 3. Pool. "Pool" means any self-insurance fund or agreement for the reciprocal
assumption of risk established by or among two or more political subdivisions for coverage of their
respective risks including, but not limited to, the pools described in section 471.982, subdivision
3
. Except in connection with provisions in sections 471.981 and 471.982 that relate to bonding,
"pool" does not include a self-insurance pool for employee health benefits under section 471.617.
