     123A.446 State bond authorization. 

    To provide money for the cooperative secondary facilities 
 grant program, the commissioner of finance, upon the request of 
 the commissioner of children, families, and learning, shall 
 issue and sell bonds of the state up to the amount of 
 $14,000,000 in the manner, upon the terms and with the effect 
 prescribed by sections 16A.631 to 16A.675 and the Minnesota 
 Constitution, article XI, sections 4 to 7.
