12.11 STATE DIRECTOR; PERSONNEL.
    Subdivision 1. Division created in Department of Public Safety. A Division of Emergency
Management is established within the Department of Public Safety under the supervision and
control of the governor and a state director of emergency management. The commissioner of
public safety shall appoint the state director, who shall not hold any other state office.
    Subd. 2. Personnel. (a) As may be necessary to carry out the purposes of this chapter,
the state director may:
(1) employ technical, clerical, and other personnel; and
(2) with the approval of the governor, make expenditures within the appropriation made for
that purpose or, with the approval of the Executive Council, from other funds made available
to the state director for purposes of emergency management.
(b) Division personnel, except the director of emergency management, must be in the
classified service of the state civil service.
    Subd. 3. Facilities and resources provided. The state director and other personnel of the
Division of Emergency Management must be provided with appropriate facilities and resources in
the same manner as provided for personnel of other state agencies.
