145.882 MATERNAL Next Previous AND Next Previous CHILD Next Previous HEALTH Next Previous BLOCK Next Previous GRANT Next DISTRIBUTION.

Subdivision 1.Funding.

Any decrease in the amount of federal funding to the state for the Previous maternal Next Previous and Next Previous child Next Previous health Next Previous block Next Previous grant Next must be apportioned to reflect a proportional decrease for each recipient. Any increase in the amount of federal funding to the state must be distributed under subdivisions 2 Previous and Next 3.

Subd. 2.Allocation to commissioner of Previous health Next .

Beginning January 1, 1986, up to one-third of the total Previous maternal Next Previous and Next Previous child Next Previous health Next Previous block Next Previous grant Next money may be retained by the commissioner of Previous health Next to:

(1) meet federal Previous maternal Next Previous and Next Previous child Next Previous block Next Previous grant Next requirements of a statewide needs assessment every five years Previous and Next prepare the annual federal Previous block Next Previous grant Next application Previous and Next report;

(2) collect Previous and Next disseminate statewide data on the Previous health Next status of mothers Previous and Next children within one year of the end of the year;

(3) provide technical assistance to community Previous health Next boards in meeting statewide outcomes;

(4) evaluate the impact of Previous maternal Next Previous and Next Previous child Next Previous health Next activities on the Previous health Next status of mothers Previous and Next children;

(5) provide services to children under age 16 receiving benefits under title XVI of the Social Security Act; Previous and Next

(6) perform other Previous maternal Next Previous and Next Previous child Next Previous health Next activities listed in section 145.88 Previous and Next as deemed necessary by the commissioner.

Subd. 3.Allocation to community Previous health Next boards.

(a) The Previous maternal Next Previous and Next Previous child Next Previous health Next Previous block Next Previous grant Next money remaining after distributions made under subdivision 2 must be allocated according to the formula in section 145A.131, subdivision 2, for distribution to community Previous health Next boards.

(b) A community Previous health Next board that receives funding under this section shall provide at least a 50 percent match for funds received under United States Code, title 42, sections 701 to 709. Eligible funds must be used to meet match requirements. Eligible funds include funds from local property taxes, reimbursements from third parties, fees, other funds, donations, nonfederal grants, or state funds received under the local public Previous health Next Previous grant Next defined in section 145A.131, that are used for Previous maternal Next Previous and Next Previous child Next Previous health Next activities as described in subdivision 7.

Subd. 5a.Nonparticipating community Previous health Next boards.

If a community Previous health Next board decides not to participate in Previous maternal Next Previous and Next Previous child Next Previous health Next Previous block Next Previous grant Next activities under subdivision 3 or the commissioner determines under section 145A.131, subdivision 7, not to fund the community Previous health Next board, the commissioner is responsible for directing Previous maternal Next Previous and Next Previous child Next Previous health Next Previous block Next Previous grant Next activities in that community Previous health Next board's geographic area. The commissioner may elect to directly provide public Previous health Next activities to meet the statewide outcomes or to contract with other governmental units or nonprofit organizations.

Subd. 7.Use of Previous block Next Previous grant Next money.

Previous Maternal Next Previous and Next Previous child Next Previous health Next Previous block Next Previous grant Next money allocated to a community Previous health Next board under this section must be used for qualified programs for high risk Previous and Next low-income individuals. Previous Block Next Previous grant Next money must be used for programs that:

(1) specifically address the highest risk populations, particularly low-income Previous and Next minority groups with a high rate of infant mortality Previous and Next children with low birth weight, by providing services, including prepregnancy family planning services, calculated to produce measurable decreases in infant mortality rates, instances of children with low birth weight, Previous and Next medical complications associated with pregnancy Previous and Next childbirth, including infant mortality, low birth rates, Previous and Next medical complications arising from chemical abuse by a mother during pregnancy;

(2) specifically target pregnant women whose age, medical condition, Previous maternal Next history, or chemical abuse substantially increases the likelihood of complications associated with pregnancy Previous and Next childbirth or the birth of a Previous child Next with an illness, disability, or special medical needs;

(3) specifically address the Previous health Next needs of young children who have or are likely to have a chronic disease or disability or special medical needs, including physical, neurological, emotional, Previous and Next developmental problems that arise from chemical abuse by a mother during pregnancy;

(4) provide family planning Previous and Next preventive medical care for specifically identified target populations, such as minority Previous and Next low-income teenagers, in a manner calculated to decrease the occurrence of inappropriate pregnancy Previous and Next minimize the risk of complications associated with pregnancy Previous and Next childbirth;

(5) specifically address the frequency Previous and Next severity of childhood Previous and Next adolescent Previous health Next issues, including injuries in high risk target populations by providing services calculated to produce measurable decreases in mortality Previous and Next morbidity;

(6) specifically address preventing Previous child Next abuse Previous and Next neglect, reducing juvenile delinquency, promoting positive parenting Previous and Next resiliency in children, Previous and Next promoting family Previous health Next Previous and Next economic sufficiency through public Previous health Next nurse home visits under section 145A.17; or

(7) specifically address nutritional issues of women, infants, Previous and young children through WIC clinic services.
