2E Relating to state government; modifying certain agriculture and veterans
provisions

ARTICLE 1 - AGRICULTURE

Modifying the compensation program for
livestock crippled or destroyed by a gray wolf; regulating and classifying
certain data; establishing permitting efficiency goals for the department of
agriculture and report requirement; clarifying the classification as livestock
of horses and other equines; modifying certain pesticide control provisions;
requiring tree care and tree trimming company registration; authorizing waiver
of a food handler facility floor plan review fee under certain circumstances;
providing for control of bovine tuberculosis; authorizing a city council or town
board to spend money for county extension work; regulating certain sale and
distribution of firewood; changing minimum ethanol content fuel requirements and
specifying certain waiver requirements; modifying certain wind easement
provisions; authorizing ownership of agricultural land by certain nonprofit
corporations; delaying the effective date of a provision in law eliminating the
seven year limit on a wind easement; authorizing individuals and entities to
take certain easements in agricultural land; eliminating a penalty; allowing a
temporary lien for livestock production inputs for 45 days following a mediation
request; reports requirement; setting a goal; extending the availability of
appropriations for certain fertilizer research grants; requiring a dairy
research and education facility study, facility and financing options report
requirement; requiring a terminal capacity study for propane and anhydrous
ammonia; requiring terminal capacity, industrial hemp, bioenergy development,
and forest pest workgroup reports; appropriating money; repealing the native
grasses and wildflower seed production and incentive program, a provision
relating to clipped animals blanket requirements, and a prior provision relating
to unused office space

ARTICLE 2 - VETERANS

Clarifying the role of the
commissioner and department of veterans affairs in providing certain resources
for the county veterans service offices; modifying a residency requirement for
purposes of eligibility for higher educational benefits for the surviving spouse
and children of a deceased veteran who dies as a result of military service;
changing eligibility for a license plate; changing preference requirements;
repealing authorization for a disabled American veteran license plate; requiring
an annual consumer satisfaction memorandum; specifying certain teacher hiring
requirements; clarifying a state procurement preference; extending availability
of certain appropriations; specifying compliance requirements for an assistant
county veterans service officer; requiring an alternative funding sources
report; and requiring planning for new veterans cemeteries
