3E Relating to transportation; specifying certain duties of the commissioner of
transportation (DOT) relating to contractor data; modifying the definition of
solid waste to exempt concrete diamond grinding and saw slurry in road
construction, improvements or repair activities under certain conditions;
designating legislative route #7, signed as trunk highway #14, as the Black and
Yellow Trail; establishing a contingent appropriation to fund state road
operation, maintenance, planning, and construction; establishing and providing
for construction manager/general contractor contracts for transportation
projects; modifying provisions relating to contract bid preferences for highway
construction projects and certain small business contract requirements; amending
the rulemaking authority for the state aid road program; modifying allocation of
funds from certain over-dimension motor vehicle permits; establishing bridge
inspection and signing account and specifying the deposit of revenues;
authorizing special overweight permits for motor vehicles hauling farm supplies;
modifying the city apportionment formula population factor; modifying certain
motor vehicle excessive weight first haul regulations relating to agricultural
transportation; modifying civil penalty limitations; defining restored pioneer
vehicle; expanding the class of eligible buyers for junked vehicles to include
vehicle parts dealers licensed as scrap metal processors; regulating motor
vehicle salvage titles; specifying conditions for restored pioneer vehicle
replacement titles; regulating motor vehicle salvage titles; expanding the class
of eligible buyers for junked vehicles to include vehicle parts dealers licensed
as scrap metal processors; modifying bicycle equipment requirements; modifying
provisions relating to school bus safety and standards; clarifying the placement
of certain motor vehicle license plates; modifying allocation of funds from

signing account and specifying the deposit of revenues; expanding the list of
colors for vehicles operated by county sheriffs; establishing a motorcycle road
guard certificate to be issued by the commissioner of public safety; directing
the commissioners of transportation (DOT) and employment and economic
development (DEED) to study and report to the legislature about economic
development related to freight railroad operation; establishing a safe routes to
school program and to be developed and implemented by the commissioner of
transportation (DOT); modifying city ordinance requirements for small vehicle
passenger service; providing for fuel tax and motor vehicle sales tax
exemptions, transit fares, and studies; providing an exemption to the gasoline
excise tax for day training and habilitation services providers providing
transportation services under medical assistance (MA) home and community-based
services waivers; exempting mobile medical units from motor vehicle sales tax
and expanding business exemptions; increasing the service rates for the
department of public safety state patrol escort service and enhancing the fee
charges for state patrol flight services; modifying certain disclosure of motor
vehicle damage requirements; specifying title branding provisions do not apply
to pioneer vehicles; eliminating the design-build project selection council and
transferring duties to the commissioner of transportation (DOT) to select,
evaluate, and support county and municipal transportation projects on the
state-aid system using the design-build method of contracting; authorizing the
commissioner of transportation (DOT) to consider and utilize public-private
partnership procurement methods (contracts) for a certain number of pilot
projects under a pilot program; allowing replacement service transit providers
to establish a pilot program adding a distance-based surcharge to standard
transit fares; requiring construction manager/general contractor method use
reports; modifying the municipal state-aid street funds eligibility and
allocation; providing a money transfer from municipal state-aid street fund for
municipal bond debt service; requiring a legislative report on the water
permitting process for transportation projects; requiring a rule change and a
