disposal of confidential or private data; authorizing and providing for
consumers to place security freezes on consumer credit reports, defining
consumer security freeze, prescribing the procedure, specifying consumer
reporting agency response requirements, permitting temporary or permanent
removal of freeze, specifying options for third parties upon denial of access to
consumer credit report, specifying nonapplicability and fees, government
agencies not affected; requiring written confirmation of changes to information
under a security freeze; exempting certain consumer reporting agencies and
entities from security freezes; modifying security requirements for personal
information; prohibiting creditors from offering or providing credit to minors
except upon written request of parent or guardian; requiring address
verification for credit card offers and solicitations; requesting the supreme
court to consider amending rules of evidence to permit admission of business
records in civil and criminal cases alleging identity theft based on an
authenticating affidavit of the custodian
