ARTICLE 1 - COUNTIES AUTHORIZED TO ACT ON MATTERS OF
COUNTY CONCERN

Authorizing counties to adopt reasonable ordinances,
resolutions and regulations relating to property, affairs and operations, and to
provide for the general health, safety, and welfare of the county, provided that
the action is not expressly denied by or inconsistent with laws and regulations
of the state or the United States

ARTICLE 2 - MAGIC ACT

"Minnesota
Accountable Government Innovation and Collaboration Act"; defining certain
terms; specifying pilot project program selection process and coordinator
duties; establishing county pilot project application process; specifying that
the suspension of certain laws, rules or administrative procedures will not
prejudice or violate the rights of any person; specifying any county
restructuring protects the interests of county employees; specifying the
cancellation of the pilot project; requiring the counties and the coordinator to
provide reports
