An act

relating to disaster assistance; appropriating money to match federal disaster aid for the June 2013 severe storms and flooding; appropriating money for the April 2013 winter storms; reducing prior appropriations.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin DISASTER RELIEF APPROPRIATION. new text end

new text begin $4,500,000 is appropriated from the general fund to the commissioner of public safety to provide the state and local match for Federal Emergency Management Agency (FEMA) disaster assistance to state agencies and political subdivisions under Minnesota Statutes, section 12.221, for disaster recovery work in the area designated under Presidential Declaration of Major Disaster FEMA-4131-DR, whether included in the original declaration or added later by federal government action, as a result of the severe storms and flooding that occurred between June 20, 2013, and June 26, 2013. This is a onetime appropriation and is available until June 30, 2017, notwithstanding Minnesota Statutes, section 16A.28. new text end

new text begin (a) The general fund appropriation in Laws 2012, First Special Session chapter 1, article 1, section 3, subdivision 2, is reduced by $800,000. new text end

new text begin (b) The appropriation in Laws 2012, First Special Session chapter 1, article 1, section 5, is reduced by $1,700,000. new text end

new text begin (c) The appropriation in Laws 2012, First Special Session chapter 1, article 2, section 3, is reduced by $2,000,000. new text end

new text begin Appropriation. new text end

new text begin (a) $219,141 is appropriated from the general fund to the commissioner of employment and economic development for grants to local units of government as provided in paragraph (b), for the cost of debris clearance and other disaster costs resulting from damage caused by the severe winter storm that occurred April 9, 2013, through April 11, 2013. This is a onetime appropriation and is available until June 30, 2017, notwithstanding Minnesota Statutes, section 16A.28. new text end

new text begin (b)(1) $60,000 of this appropriation is for a grant to Nobles County; new text end

new text begin (2) $60,000 of this appropriation is for a grant to Rock County; and new text end

new text begin (3) $99,141 of this appropriation is for a grant to the city of Worthington. new text end
