                  An act relating to state government; providing for a 
                  representative of organized labor on the pollution 
                  control agency board; amending Minnesota Statutes 1995 
                  Supplement, section 116.02, subdivision 1. 
        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
           Section 1.  Minnesota Statutes 1995 Supplement, section 
        116.02, subdivision 1, is amended to read: 
           Subdivision 1.  A pollution control agency, designated as 
        the Minnesota pollution control agency, is hereby created.  The 
        agency shall consist of the commissioner and eight members 
        appointed by the governor, by and with the advice and consent of 
        the senate.  One of such members shall be a person knowledgeable 
        in the field of agriculture and one shall be representative of 
        organized labor. 
           Sec. 2.  [EFFECTIVE DATE.] 
           Section 1 is effective January 5, 1998.
