                        CHAPTER 132-S.F.No. 1199 
           An act relating to labor and employment; advisory 
          councils; extending the expiration date of labor and 
          employment related advisory councils; amending 
          Minnesota Statutes 1992, sections 79.51, subdivision 
          4; 175.008; 178.02, subdivision 2; 182.656, 
          subdivision 3; 268.363; and 326.41. 
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
    Section 1.  Minnesota Statutes 1992, section 79.51, 
subdivision 4, is amended to read: 
    Subd. 4.  [ADVISORY COMMITTEE.] The commissioner shall 
appoint an advisory committee which shall offer recommendations 
regarding rulemaking under this section.  The advisory committee 
shall include representatives of insurers, employers, and 
employees.  The advisory committee expires as provided in 
section 15.059, subdivision 5, except that it shall not expire 
before June 30, 1995. 
    Sec. 2.  Minnesota Statutes 1992, section 175.008, is 
amended to read: 
    175.008 [CODE ENFORCEMENT ADVISORY COUNCIL; CREATION.] 
    The commissioner shall appoint an 11 member advisory 
council on code enforcement.  The terms, compensation, removal 
of council members, and expiration of the council are governed 
by section 15.059, except that the advisory council shall not 
expire before June 30, 1995.  The council shall advise the 
commissioner on matters within the council's expertise or under 
the regulation of the commissioner. 
    Sec. 3.  Minnesota Statutes 1992, section 178.02, 
subdivision 2, is amended to read: 
    Subd. 2.  [TERMS.] The council shall expire and the terms, 
compensation and removal of appointed members shall be as 
provided in section 15.059, except that the council shall not 
expire before June 30, 1995. 
    Sec. 4.  Minnesota Statutes 1992, section 182.656, 
subdivision 3, is amended to read: 
    Subd. 3.  A majority of the council members constitutes a 
quorum.  The council shall meet at the call of its chair, or 
upon request of any six members.  A tape recording of the 
meeting with the tape being retained for a one-year period will 
be available upon the request and payment of costs to any 
interested party.  The council shall expire and the terms, 
compensation, and removal of members shall be as provided in 
section 15.059, except that the council shall not expire before 
June 30, 1995. 
    Sec. 5.  Minnesota Statutes 1992, section 268.363, is 
amended to read: 
    268.363 [ADVISORY COMMITTEE.] 
    A 13-member advisory committee is established as provided 
under section 15.059 to assist the commissioner in selecting 
eligible organizations to receive planning grants, evaluating 
the final reports of each organization, and providing 
recommendations to the legislature.  Notwithstanding section 
15.059, the advisory committee shall not expire before June 30, 
1995.  Members of the committee may be reimbursed for expenses 
but may not receive any other compensation for service on the 
committee.  The advisory committee consists of representatives 
of the commissioners of education, human services, and jobs and 
training; a representative of the chancellor of vocational 
education; a representative of the commissioner of the housing 
finance agency; the director of the office of jobs policy; and 
seven public members appointed by the governor.  Each of the 
following groups must be represented by a public member:  labor 
organizations, local educators, community groups, consumers, 
local housing developers, youth between the ages of 16 and 21, 
and homeless persons.  At least three of the public members must 
be from outside of the metropolitan area as defined in section 
473.121, subdivision 2.  The commissioner may provide staff to 
the advisory committee to assist it in carrying out its purpose. 
    Sec. 6.  Minnesota Statutes 1992, section 326.41, is 
amended to read: 
    326.41 [ADVISORY COUNCIL.] 
    The state commissioner of health shall appoint seven 
persons to the advisory council on plumbing code and 
examinations, one of whom shall be a practical master plumber, 
one a practical journeyman plumber, and one a representative of 
the commissioner.  The council shall expire and the terms, 
compensation and removal of members of the council shall be as 
provided in section 15.059, except that the council shall not 
expire before June 30, 1995. 
    Sec. 7.  [EFFECTIVE DATE.] 
    This act is effective the day following final enactment.
