                        CHAPTER 106-H.F.No. 1048 
           An act relating to vocational rehabilitation; 
          requiring that 51 percent of the members of the board 
          of directors of centers for independent living are 
          persons with disabilities; changing the membership of 
          the Minnesota council for the blind; amending 
          Minnesota Statutes 1988, sections 129A.01, subdivision 
          9; and 248.10, subdivision 1. 
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
    Section 1.  Minnesota Statutes 1988, section 129A.01, 
subdivision 9, is amended to read: 
    Subd. 9.  [CENTER FOR INDEPENDENT LIVING.] "Center for 
independent living" means a private nonprofit organization 
incorporated under Minnesota law and operated for the purpose of 
providing independent living services to persons with 
disabilities.  Boards of directors for the center for 
independent living are composed of community representatives.  
Fifty-one percent of the board members must be individuals who 
are either severely disabled themselves or spouses or parents of 
severely disabled persons with disabilities.  
    Sec. 2.  Minnesota Statutes 1988, section 248.10, 
subdivision 1, is amended to read: 
    Subdivision 1.  [MEMBERSHIP.] The Minnesota council for the 
blind consists of seven nine members appointed by the 
commissioner to four-year terms.  At least four five of the 
council members must be blind or visually handicapped.  Council 
members are appointed for four-year terms, except for the 
members first appointed, of whom three are appointed for a term 
ending December 31, 1990, two for terms ending December 31, 
1989, and two for terms ending December 31, 1988. 
     Sec. 3.  [INITIAL TERMS.] 
    Notwithstanding the term prescribed by section 2, the 
commissioner of jobs and training shall determine the initial 
terms of members appointed as a result of the expansion of the 
Minnesota council for the blind under section 2. 
    Sec. 4.  [EFFECTIVE DATE.] 
    Sections 1 to 3 are effective the day following final 
enactment.
