A bill for an act
relating to state lottery; directing the lottery to develop a special scratch lottery
game to benefit Minnesota veterans, members of the military, and their families;
amending Minnesota Statutes 2008, section 349A.10, subdivision 5; proposing
coding for new law in Minnesota Statutes, chapter 349A.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2008, section 349A.10, subdivision 5, is amended to
read:


Subd. 5.

Deposit of net proceeds.

new text begin (a) new text end Within 30 days after the end of each month,
the director shall deposit in the state treasury the net proceeds of the lottery, which is the
balance in the lottery fund after transfers to the lottery prize fund and credits to the lottery
operations account. Of the net proceeds, 40 percent must be credited to the Minnesota
environment and natural resources trust fund and the remainder must be credited to the
general fund.

new text begin (b) Money credited to the general fund that is generated by veterans scratch lottery
games under section 349A.18 is dedicated and annually appropriated to the commissioner
of veterans affairs for the purposes provided in this paragraph. One-half of this
appropriation must be used by the commissioner for a grant to the Minnesota Assistance
Council for Veterans to assist veterans who are homeless or to prevent homelessness.
The other half of this appropriation must be used by the commissioner to contract with
Lutheran Social Services to provide support and counseling to veterans, members of the
military, and their families through the C.O.R.E. program.

Sec. 2.

SCRATCH LOTTERY GAME.

new text begin The director shall establish a special scratch lottery game to honor and support
Minnesota veterans, members of the military, and their families. Pursuant to section
349A.09, the director shall advertise and promote the special veterans scratch lottery game
at least once a year, on an annual basis. Advertising and promotional materials that are
produced must show how the game helps Minnesota veterans, members of the military,
and their families.
