A bill for an act
relating to capital investment; appropriating money for capital improvements at
the Minnesota State Academies; authorizing the sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $12,438,000 is appropriated from the bond
proceeds fund to the commissioner of administration to design, construct, furnish, and
equip a new dormitory of approximately 44,000 square feet to house up to 60 students on
the Academy for the Deaf campus. This appropriation is also to demolish Frechette Hall.

new text begin $4,260,000 is appropriated from the bond proceeds
fund to the commissioner of administration for asset preservation on both campuses of the
academies, to be spent in accordance with Minnesota Statutes, section 16B.307.

new text begin Independent living housing. new text end

new text begin $500,000 is appropriated from the bond
proceeds fund to the commissioner of administration to predesign, design, construct,
furnish, and equip an independent living structure on the Academy for the Blind campus.
The project will be conducted in collaboration with the carpentry class of South
Central College of Faribault and provide housing for students 18 to 21 years old in the
nontraditional student component of the academy plus transition program.

new text begin $100,000 is appropriated from the bond
proceeds fund to the commissioner of administration to predesign a new technology
center of the Academy for the Deaf campus.

new text begin $500,000 is appropriated from the bond proceeds fund to the
commissioner of administration to construct a new roadway running east and west along
the south side of the Academy for the Blind campus and the north side of the Minnesota
Correctional Facilities property in Faribault to address safety issues.

new text begin To provide the money appropriated in this section from the
bond proceeds fund, the commissioner of management and budget shall sell and issue
bonds of the state in an amount up to $17,798,000 in the manner, upon the terms, and with
the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
Minnesota Constitution, article XI, sections 4 to 7.
