A bill for an act
relating to education; requiring high school students to have education and career
plans; allowing for college readiness assessments; providing for postsecondary
credits; amending Minnesota Statutes 2008, section 124D.10, by adding a
subdivision; proposing coding for new law in Minnesota Statutes, chapter 120B.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin [120B.06] EDUCATION AND CAREER PLAN.

new text begin A student must have a six-year education and career plan before entering the 9th
grade to help them define and reach their goals and to ensure the student is taking the
proper sequence of high school courses to prepare them for future goals. The plan may be
updated by the student in subsequent years. The education and career plan must include a
plan to complete a college readiness assessment by the end of the 11th grade, a plan to
explore career information including the educational requirements for various careers,
and a plan to visit a college or university by the end of the 11th grade. The plan may
also include information and activities contained in the National Career Development
Guidelines.

Sec. 2.

new text begin [120B.127] COLLEGE READINESS ASSESSMENT.

by the student's enrolling school district to take a college readiness assessment including,
but not limited to, the ACT, SAT, or Accuplacer exams.

Sec. 3.

Minnesota Statutes 2008, section 124D.10, is amended by adding a subdivision
to read:

new text begin A secondary school, in cooperation with a
postsecondary institution, must provide learning opportunities that allow a secondary
student to earn at least 12 postsecondary credits toward a degree or a certificate.
