A bill for an act
relating to public safety; appropriating money; bicycle light safety pilot program.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin BICYCLE LIGHT SAFETY PILOT PROGRAM; APPROPRIATION.

new text begin (a) An amount equal to the undesignated fund balance in the bicycle transportation
account in the special revenue fund created in Minnesota Statutes 2004, section 168C.04,
subdivision 2, is appropriated from that account to the commissioner of public safety
in fiscal year 2012, for a bicycle light safety pilot program. The commissioner shall
establish the program to: procure head lamps for bicycles; coordinate with one local law
enforcement department to implement the pilot program; and distribute the head lamps
to bicyclists who are operating at night without legal lighting, free of charge and in lieu
of issuance of a traffic citation.
