A bill for an act
relating to education; modifying world's best workforce performance measures
and reports; amending Minnesota Statutes 2016, section 120B.11, subdivisions
1a, 5, 9.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2016, section 120B.11, subdivision 1a, is amended to read:


Subd. 1a.

Performance measures.

Measures to determine school district and school
site progress in striving to create the world's best workforce must include at least:

(1) the size of the academic achievement gap, rigorous course taking under section
120B.35, subdivision 3, paragraph (c), clause (2), and enrichment experiences by student
subgroup;

(2) student performance on the Minnesota Comprehensive Assessmentsnew text begin in reading and
mathematics

(3) high school graduation rates; and

(4) career and college readiness under section 120B.30, subdivision 1new text begin , paragraph (p), as
indicated by either:

new text begin (i) student performance on the high school Minnesota Comprehensive Assessments in
reading and mathematics; or

new text begin (ii) career and technical education certificates or creditsnew text end .

Sec. 2.

Minnesota Statutes 2016, section 120B.11, subdivision 5, is amended to read:


Subd. 5.

Report.

new text begin (a) new text end Consistent with requirements for school performance reports under
section 120B.36, subdivision 1, the school board shall publish a report in the local newspaper
with the largest circulation in the district, by mail, or by electronic means on the district
Web site. The school board shall hold an annual public meeting to review, and revise where
appropriate, student achievement goals, local assessment outcomes, plans, strategies, and
practices for improving curriculum and instruction and cultural competency, and efforts to
equitably distribute diverse, effective, experienced, and in-field teachers, and to review
district success in realizing the previously adopted student achievement goals and related
benchmarks and the improvement plans leading to the world's best workforce. The school
board must transmit an electronic summary of its report to the commissioner in the form
and manner the commissioner determines.

and each school district using the performance measures provided in subdivision 1a. The
commissioner must post the report on the Department of Education's Web site.

Sec. 3.

Minnesota Statutes 2016, section 120B.11, subdivision 9, is amended to read:


Subd. 9.

Annual evaluation.

(a) The commissioner must identify effective strategies,
practices, and use of resources by districts and school sites in striving for the world's best
workforce. The commissioner must assist districts and sites throughout the state in
implementing these effective strategies, practices, and use of resources.

proximate three school years to implement commissioner-specified strategies and practices,
consistent with paragraph (a), to improve and accelerate its progress in realizing its goals
under this section. In implementing this section, the commissioner must consider districts'
budget constraints and legal obligations.
