relating to capital investment; appropriating money for the closed landfill cleanup
program; authorizing the sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Appropriation. new text end

new text begin $72,000,000 is appropriated from the bond proceeds
fund to the commissioner of the Pollution Control Agency to design and construct remedial
systems and acquire land at closed landfills throughout the state in accordance with the
closed landfill program under Minnesota Statutes, sections 115B.39 to 115B.42.

new text begin Of this appropriation, $2,000,000 is available only if the Freeway Landfill in Dakota
County is acquired under the program. The remainder of this appropriation is available as
follows: $35,000,000 is available beginning in fiscal year 2020, and notwithstanding
Minnesota Statutes, section 16A.642, is available until June 30, 2025, and $35,000,000 is
available beginning in fiscal year 2022, and notwithstanding Minnesota Statutes, section
16A.642, is available until June 30, 2027. If the Freeway Landfill is acquired under the
program, these amounts are to be used first for that project.

new text begin To provide the money appropriated in this section from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $72,000,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
